If the purpose was actually what it claimed, broadcasters would end up getting hanged by their own petard, effectively weaponising their enemies. I can imagine them not thinking it through - the weapons you use today will be turned on you inside 10 years.
If the purpose is to Police Facebook and Google (what does "on Google even mean - not allowed in Search Results?"), this is the sort of regulatory capture huge corps love. It is a huge barrier to entry for potential competitors.
